Formed in 2023, the Blue Wind collaborative is a non-regulatory coalition with a mission to support the strategic development and activation of Washington’s role in the West Coast floating offshore wind supply chain through a collaborative and community benefits approach.

Why Now?

As countries around the world race to mitigate climate disruption by reducing carbon emissions, the U.S. and other leaders in the global energy transition have determined the offshore wind could be a contributor to solving the need for more clean energy. In the next decade, offshore wind in the U.S. is projected to become a $70 billion industry, with an expected $109 billion in private supply chain investments by 2030 (SIOW, 2021) to support fixed-bottom offshore wind alone. Unlike the vast majority of current offshore wind development, all offshore wind procurement goals in California and Oregon will use floating turbines due to our deep waters, representing an even larger supply chain.

While Blue Wind is not advocating directly to develop offshore wind here in Washington, we recognize that to reduce emissions, avoid geopolitical risk, and provide opportunities for American workers, it is imperative that we begin evaluating how to create a domestic supply chain for offshore wind on the West Coast. A domestic supply chain rooted in Washington’s values would offer jobs across many maritime and manufacturing industries, lower emissions from transpacific shipments of components, and help build a West Coast clean energy future. The National Lab of the Rockies (formerly NREL) estimates that to effectively build or convert major facilities needed to manufacture the dozens of needed components for a domestic supply chain, each would cost at least $200–$400 million and take 3–5 years to accommodate stakeholder engagement, financing, permitting, planning, and construction activities. To pave a path for a local supply chain, Washington state needs collaborative voices – that’s where Blue Wind excels.

What is the Blue Wind Collaborative?

We’re conveners who bring together government, ports, research, communities, tribes, environmental organizations, labor, and more to find strategies for developing a sustainable and equitable offshore wind supply chain in Washington. We channel the expertise of our staff, Leadership Committee, and broader community to develop and execute research, strategies, and projects to better understand the opportunities for community, industry, and workforce development for Washingtonians in the budding floating offshore wind supply chain.

Blue Wind is staffed by Maritime Blue and guided by an external Leadership Committee that consists of port authorities, labor unions, nonprofits, and community groups. Our core team represents the values of Blue Wind – to engage at multiple levels of government, industry, and community to create an equitable, sustainable, and profitable approach to the offshore wind supply chain.

December 2025

Facilitated two public sessions for organizations interested in providing feedback on the draft Washington State Supply Chain study, and consolidated for submission to the state.

November 2025

  • Hosted an East Coast Delegation Trip, funded by the City of Seattle Office of Economic Development, to provide King County businesses with firsthand exposure to the mature East Coast offshore wind sector and gain valuable, practical insights into the floating offshore wind industry for application on the West Coast.
  • West Coast Offshore Wind Hub: Co-hosting monthly meetings and quarterly workshops to coordinate policy and community engagement across Washington, Oregon, and California

October 2025

  • Ocean Renewables Happy Hour: Hosted as a part of One Ocean Week Seattle, this event brought together more than 100 people to connect with peers, innovators, and energy leaders, ​get insights into cutting-edge ocean renewable projects, and explore opportunities for collaboration, careers, and investment.September 2025
  • Workforce Workshop: Facilitated an in-person event for labor partners to learn about the offshore wind supply chain and begin to identify worker needs for the offshore wind industry.

December 2024

Hosted the Washington Offshore Wind Ports Workshop with Washington Public Ports Association as a practical orientation to help Washington port directors, business development leaders, and key decision-makers explore what role they could play in the offshore wind supply chain.

September 2024

Joined and supported launch of the West Coast OSW Hub as a steering committee member alongside BlueGreen Alliance, Brightline Defense, and Renewable NW.

May 2024

Launched Blue Wind Supply Chain Mapping Working Group to convene the region around Washington’s supply chain opportunity, focused on scoping the needs for supply chain analysis.

November 2023

  • Leadership Committee Formed: Appointed a 13-member committee of port, maritime, NGO, and skilled trade leaders to guide the state’s supply chain strategy.
  • Cohosted the Northwest OSW Supply Chain Summit in Vancouver, WA, in partnership with the Pacific Ocean Energy Trust (POET). (Event Summary)

October 2023

Official Launch: Washington Maritime Blue officially launched the Blue Wind Collaborative to activate the region’s floating offshore wind supply chain with support from Governor Jay Inslee, the Ports of Seattle and Everett, and labor leaders from the ILWU.
